    3. Why did this happen?
  3. Who: Knowing the stakeholders or participants.

  4. Where: Determining the location or context.
    1. Where is this happening?
    2. Where will it take place?
    3. Where do we need resources?
  5. When: Establishing the timeline.

  6. How: Figuring out the method or plan.
